Does Italian Cardinal Re Really Have Precedence Over Nigerian Cardinal Arinze?

There is still no answer as to whether the 1731 rule that set precedence among cardinal bishops got changed sometime post-1913. This is of particular interest right now because the Dean and the Sub-Dean of the College of Cardinals are both over 80 and as such ineligible to participate in a conclave. So the next most senior cardinal bishop will have to deputize for the Dean. The then dean and the sub-dean were also not able to participate in the 1978 conclaves. French Cardinal, Jean-Marie Villot, who was also the Camerlengo, is thought to have deputized for the Dean. But this would have been counter to the 1731 rule.
